The full text is published below. 1、 Why should we strengthen the self construction of the association? There are at least three reasons: 1. The sustainable development of the association requires that our association has been established for 25 years, and has laid a good foundation for work and development through the efforts of several generations. At least it is good in the association group in the field of the former Ministry of machinery. We say that the good is relative to the bad associations. However, there are still many gaps with the requirements of the majority of member enterprises, the requirements of the government, especially the requirements of the changing reform situation, and there is still a lot of room for efforts. In a word, our association has a good foundation and a large space. The association also has the problem of sustainable development. Although the foundation is very good, we can't lie in a good foundation and sleep late, eat the old capital and enjoy the pure happiness. We can't be complacent, closed, rigid, self-contained and stagnant. Otherwise, there will definitely be a problem. This is a problem of thinking about danger in peace. Therefore, we must take the initiative to change, have a new vision, new ideas, new actions, and open up a new situation. Therefore, we must constantly strengthen the self construction of the association to meet the new requirements. 2. The requirements of the new stage of industry development of the association our industry & mdash; machine tool industry has entered a new stage of development. Over the past 20 years since the establishment of the association, especially in the past 10 years, great changes have taken place in the industry, which can be said to be comprehensive and profound, and the industry is not the same as before. In the past two years, new changes have taken place in the industry. With the slowdown of China's economic growth and significant changes in market demand, the development stage characterized by scale expansion has basically ended for more than 10 years in a row. At the same time, the industry has entered a new development stage characterized by transformation and upgrading, which is the latest change in our industry. We are in the transition period of the development stage and the pain period of transformation and upgrading, which is the prominent feature of our industry at this stage. The new changes and characteristics of the industry will definitely put forward new requirements and challenges to the work of our industry association. This is the second reason. 3. After the 18th National Congress and the two sessions of the National People's Congress, the voice of reform has become stronger and stronger, which is the common feeling of the people of the whole country and the world. To be sure, China's reform launched more than 30 years ago has entered a new stage of development. At the two sessions, in addition to the first major event of the election of the state organs and the government, the second major event was the institutional reform and functional transformation plan of the State Council. Since the reform and opening up, the institutional reform of the State Council has been carried out seven times, the overall effect is not very good, and the taste of changing soup without changing medicine is very strong. Although the reform has just begun, we can't predict the actual effect, but this time at least in terms of formulation is different from before, there is a big difference. The first difference is to take the transformation of government functions as the core task, not only to dismantle and merge institutions, but also to dismantle them again; the second difference is that Premier Li Keqiang has great determination. Premier Li Keqiang proposed to cut the power of the strong man and cut his own power; the other important difference is that the measures are very specific. There are 10 measures for the transformation of the functions of the State Council, 5 of which are to be reduced, that is, to reduce project approval, We need to reduce the identification of qualifications, reduce the overlapping of functions, and so on. There are two other reforms, one of which directly involves us, namely, the reform of the management system of social organizations. There are three more to strengthen. The 10 measures are very specific. The general principle is to let go, of course, and to combine the two, but mainly to let go. The first direction is to the market; the second is to the society; the third is to the local. It involves us to release to the society, because we are social organizations. In the past, the reform of the State Council seemed far away from us, but this time it was very close and directly related. The reform of the management system of social organizations has been put forward clearly, first of all, the goal and direction have been put forward clearly, which means that the government and social organizations should be separated; second, the rights and responsibilities should be clear; third, autonomy according to law.
